Founded with the belief that higher education should be accessible to all, the City College of Angeles, a Local College, was established in 2011. Its mission was to provide affordable and high-quality education for the holistic development of skilled and competitive professionals. The milestones in the history of CCA represent a commitment to excellence, resilience, stewardship, and patrimony. The initial step towards realizing this goal was through TechVoc programs, which were temporarily housed in the Angeles City Library and Information Center under the leadership of MAYOR EDGARDO PAMINTUAN, SR., the founding Chairman of the Board and PROF. AVERELL S. LAQUINDANUM, the founding president. In its early years, the college offered TechVoc NC II programs, including Computer Hardware Servicing and Front Office. These programs were later integrated into the Commission on Higher Education (CHED) Recognized Curricular Offerings. Since then, the dream of CCA has expanded, with the college now occupying two buildings and offering thirteen (13) Bachelor's Degree programs and one (1) Associate Degree.
During its inception, the 15th Sangguniang Panglunsod passed Ordinance No. 294, series of 2011, granting the charter for establishing and operating the City College of Angeles. EDGARDO PAMINTUAN JR., the Chairman of the Committee on Education, spearheaded this initiative with the support of VICE MAYOR VICKY VEGA-CABIGTING and other members of the City Council.
On January 24, 2012, MAYOR EDGARDO PAMINTUAN, SR., and VICE MAYOR VICKY V. CABIGTING led the Sangguniang Panlungsod in the blessing of the college grounds and the ceremonial laying of the time capsule in Barangay Pampang. The construction of a Php-320-million college building, capable of accommodating 4,000 students, was underway, which would eventually become the present campus of City College of Angeles.
On June 5, the City College of Angeles celebrated the official opening in the Angeles City Library. The college welcomed students on their educational journey towards a bright future. Responsive to market demands, the initial diploma and certificate courses under TESDA were attuned to the immediate needs of the Clark Freeport Zone and other companies in the city, thus assuring a better chance at employment. More importantly, as productive and valued community members, their sense of self-esteem is reinforced.
It was a blessed day on June 3, 2013, when CCA finally opened its doors on the new campus in Pampang. Under the supervision of the Commission on Higher Education with a Permit to Operate, CCA started its operations as a Higher Learning Institution offering Bachelor of Science in Computer Science, Bachelor of Science in Information Systems, and Bachelor of Science in Tourism Management to 376 students.
During this year, CCA started offering Bachelor of Physical Education major in School Physical Education and Bachelor of Technical Teacher Education major in Food and Service Management. Later, Bachelor of Science in Accounting Technology, Bachelor of Science in Entrepreneurship, and Bachelor of Library and Information Science were added to the list of offered courses.
In May, the STEP-UP (Specialized Training and Employment Program for Underprivileged Persons) Program was signed into an agreement between Clark Development Corporation, Luenthai, Inc., a global industry consolidator and multi-product expert in apparel and accessories, and City College of Angeles. This innovative initiative offers a transformative six-week training course centered around sewing techniques and aims to provide employment opportunities to Out-of-School Youths (OSYs) ages 18 to 35.
Through the efforts of the CCA Community Extension Office, the program has produced 13 batches of enthusiastic trainees. The impact has been tangible, with a significant number of graduates securing gainful employment: some have found a home at Luenthai, others have taken charge by establishing their entrepreneurial ventures, a few have even explored international job opportunities, while others have fearlessly launched their very own dress shop businesses, right from the comfort of their homes. This program is a testament to the power of education and training in elevating the lives of those previously marginalized and provides a shining example of what can be achieved when creativity and compassion converge.
Through the generous contribution of MR. DENNIS UY, CCA obtained its state-of-the-art CISCO Laboratory in June.
In April 2016, CCA held its first batch of commencement exercises at the CCA's covered court with 183 graduates from the following programs: Bachelor of Science in Tourism Management, Bachelor of Science in Computer Science, and Bachelor of Science in Information Systems. MR. DENNIS UY, the founder of Converge ICT Solutions, a well-known high-speed internet provider in the Philippines, served as the guest speaker.
On April 22, during the second commencement exercises, CCA introduced its second college president, DR. RICHARD G. DAENOS, who previously served as the Head of the Tourism Office of Angeles City.
CCA was recognized as the first Local College in the Asia Pacific region to be named a Center of Excellence for Events Management by the Asia Pacific Institute for Events Management.
In the regional ALCUlturati Meet 2017, CCA was crowned the grand winner in the Contemporary Festival Dance category.
The keynote speaker for the 2017 Commencement Exercises was DR. REGHIS M. ROMERO, a philanthropist and the founder of the R-II Group of Companies, which includes Harbor Centre Port Terminal Inc., PhilEcology Systems Corporation, R-II Builders Inc., among others.
CHED awarded the Certificate of Recognition to CCA through Officer-in-Charge PROSPERO "POPOY" E. DE VERA III during the Nationwide Caravan for Republic Act 10931 held in Malolos City, Bulacan. CCA is one of only three Local Universities and Colleges (LUCs) from Central Luzon to receive this recognition from CHED.
In the academic year 2018-2019, four new courses were introduced: Bachelor of Performing Arts, Bachelor of Arts in English Language Studies, Bachelor of Science in Psychology, and Bachelor of Science in Accountancy.
CCA BS Tourism graduate MIRJAN S. HIPOLITO, was honored as one of Region III's Outstanding Students of the Philippines.

The college introduced new programs: Bachelor of Science in Accounting Information System, Bachelor of Arts in English Language Studies, Bachelor of Performing Arts and Bachelor of Science in Psychology.

As for the student performance in the Teacher Licensure Examinations, the pioneer takers performed exceptionally well with a passing rate of 76.67%. This achievement positioned the college as the top-performing school in the region and the 6th in the country. In addition, the Bachelor of Library and Information Science graduates also achieved a passing rate of 66.67%, making CCA the top-performing school for this examination in the region and 8th nationwide. Moreover, CCA secured the top position in the region and sixth nationwide for the Technical Vocational Teacher Education for Teachers – Secondary Level among top-performing schools with more than 50 takers. As a result, CCA received the Academic Excellence Award from the Association of Local Colleges and Universities Commission on Accreditation (ALCUCOA).

In July, Honorable MAYOR CARMELO G. LAZATIN, JR., assumed the chairmanship of the City College of Angeles' Board of Trustees.
This year, CCA added two programs: Bachelor of Science in Special Needs Education and Bachelor of Science in Accountancy.
The Commission on Higher Education granted CCA to offer four (4) programs: Bachelor of Science in Mathematics, Bachelor of Special Needs Education major in Elementary School Teaching, Bachelor of Science in Special Needs Education and Bachelor of Science in Accountancy.
CCA was granted accreditation as a "Kaisa sa Sining Regional Art Center" by the Cultural Center of the Philippines
The Philippine Folk Dance Society awarded CCA the Gawad Francisca Reyes for its active partnership in organizing the 39th National Folk-Dance Workshop.
As for the student performance in the Teacher Licensure Examinations, the Bachelor of Physical Education and Bachelor of Technical Vocational Teacher Education graduates registered an outstanding 65.52% passing rate during the March 2019 Licensure for Teachers – Secondary Level, ranking the college first in the region and tenth nationwide among top-performing schools with more than 50 takers.
During the pandemic, CCA remained at the forefront of its various endeavors.
CCA was honored by CHED as the ALCU – Region 3 Medallion for its exceptional and exemplary leadership. CCA was also the first local college to submit the Transition Plan for the New Normal titled "Pamagbalik" by the Association of Local Colleges and Universities.
The Accounting Technology Program also achieved a 100% passing rate in the International Xero Certifications.
CCA was one of the HEIs identified by the Commission on Higher Education Region III (CHEDRO III) and the only local college to present its best practices and achievements in research during the Region III – Padyak sa Research – Padyak Pamantasan: Pandayan Tungo sa Kaunlaran.
As for the student performance in the Teacher Licensure Examinations, the graduates of the Bachelor of Physical Education and Bachelor of Technical Vocational Teacher Education programs demonstrated an exceptional 100% passing rate in the Licensure Examination for Teachers – Secondary Level. While the graduates of the Bachelor of Library and Information Science program achieved a 60% passing rate in the Librarian Licensure Examination. REBILYN G. ROMAN obtained the second highest rank in National level.
JERICK RONQUILLO, a Bachelor of Science in Psychology student, was selected as one of the official delegates in the esteemed 2021 Ayala Young Leaders Congress.
In June, MAYOR CARMELO "POGI" LAZATIN, JR., PAGCOR Chairperson ANDREA DOMINGO, and First District Representative CARMELO "JON" LAZATIN II spearheaded the groundbreaking ceremony for the construction of an additional four-story building containing 20 classrooms. This construction project was made possible through a P50M grant from the Philippine Amusement and Gaming Corporation (PAGCOR).

The BS Tourism Management program was once again accredited as an International Center of Excellence by the Asia Pacific Institute for Events Management.
In November, MAYOR CARMELO "POGI" LAZATIN JR. led the groundbreaking ceremonies for the new building. He was joined by Vice Mayor Vicky Vega-Cabigting, CCA Officer-in-Charge President, DR. FRANCISCO L. VILLANUEVA, and Executive Vice President JOSE GABINO DIMAYUGA of the Development Bank of the Philippines.
DR. IRENEO "BONG" G. ALVARO JR., a well-known entrepreneur and philanthropist, served as the Guest Speaker for the online Commencement Exercises of the Class of 2021. He generously donated computer units for the use of the school library.
CCA became one of the Founding Members of the Angeles City Youth Development Alliance organized by the U.S. Agency for International Development (USAID). This shows CCA's commitment to youth development and involvement in meaningful initiatives.
CCA's Sayaw Angeleño Dance Troupe won 1st Runner-up in Wikasuotan organized by the Association of Local Colleges and Universities (ALCU) in celebration for the National Buwan ng Wika.

As for the student performance in the Teacher Licensure Examinations, for the January 2022 Licensure Examination for Teachers - Secondary Level, Bachelor of Physical Education and Bachelor of Technical Vocational Teacher Education graduates achieved a remarkable passing rate of 100% for first-time takers and an overall passing rate of 87.50%. EUNICE EMIKO M. MANGUNE ranked 10th in the Bachelor of Physical Education in the National level. CCA also had great success in the Certified Public Accountant (CPA) Board Examination. Out of twelve (12) graduates from the batch of 2021-2022, JOHN CHRISTIAN J. DIZON was the only one who took and passed the Board Exam, resulting in a 100% passing rate for CCA.
Under the guidance of the new leadership, CCA has embraced a revised vision statement that presents itself as "An institution of hope and a thought leader in its area of operations and preferred talent provider in the Metro Angeles Area." This ambitious vision has yielded significant progress, as evidenced by a substantial growth in enrollment figures, reaching a remarkable total of nearly 7,000 students.
In the field of research, CCA has achieved commendable rankings based on the A.D. Scientific Index as of January 3, 2023: 1st among the LCUs in the Philippines, 9th among HEIs in Central Luzon, 118th among 265 Institutions/HEIs in the Philippines. Additionally, two (2) scientists of the college have been also ranked by the World Scientist and University Rankings 2023.
These rankings demonstrated CCA's commitment to excellence in research and its contribution to the overall advancement of knowledge in the country. With its continued commitment to research excellence, CCA is well-positioned to further strengthen its research capabilities and contribute to developing innovative solutions to real-world problems.
As for the student performance in the Teacher Licensure Examinations, 75% for CCA First Timers, 66.67% overall passing rate, and 46.94% for the national passing rate. While the Psychometrician Board Examination has 82.61% passing rate.
The Institute of Computing Studies implemented a faculty immersion program, signing a Memorandum of Agreement with Salesforce, a leading company in Customer Relationship Management (CRM).
CCA benefited from the 'Lugaw for a Cause' event, organized by Clark Development Corporation and Clark Freeport locators, to support graduating students with all the graduation expenses.
On April 24, 2023, DR. JEAN PAOLO G. LACAP was designated as Officer-in-Charge pending approval for application for a Coterminos Position of DR. FRANCISCO L. VILLANUEVA, JR. Dr. Lacap is a recipient of the Outstanding Fernandino in the field of education in 2022.
Dr. Jean Paolo G. Lacap represented the City College of Angeles in the 2nd International Faculty Exchange Meet Oman held last May 9, 2023. Dr. Lacap shared the best practices of the college in the area of research culture and productivity.
On July 26, 2023, City College of Angeles held its 8th Commencement Exercises at the SMX Convention Center Clark. ATTY. AGNES VST DEVANADERA, the first female president and CEO of Clark Development Corporation, served as the first female Guest Speaker at the July 2023 graduation. The Top 10 Latin Awardees each received 10,000.00 pesos as a gesture of her paying it forward.
In September 2023, Officer-in-Charge and Vice President for Research, Extension and Quality Assurance Dr. Jean Paolo G. Lacap, represented the college during the International Conference on Economics, Business, Science, and Technology (ICE-BEST) at Seoul, South Korea. He was invited as one of the Keynote Speakers of the said conference. He also presented his research paper and was hailed as the BEST PAPER PRESENTER. The conference was organized by Research Synergy Foundation (RSF) and Universitas Teknologi Muhammadiyah Jakarta.
